Most I have seen are flat. Although I did see a nice Crofton in gloss.
Not sure they were painted at the factory, but I normally suggest semi gloss black. That color is generally acceptable in AACA judging for frames that are not documented to be a different color.
My '51 Super Sports frame was cracked (and messed up in other ways). I found a replacement frame and it was cracked, too, especially where it arches up over the rear axle. I would say that anyone restoring a Crosley should take the body off and check the frame out carefully -- cracking seems to be a real problem.
CC and CD modles often crack where the rear springs attach.
