Propeller was purely ornamental, though Powel Crosley might have thought it would appeal to buyers enough to boost sales. Could call that an intended function!
If you oil them good they spin in the wind as you drive, as the Crosley slows on the next hill the spinning prop gives you a little boost to get over the top :-) It was standard on all 51-52 Super models.
I have a NOS Propellers bought from Mack Motors the Crosley dealer in Rochester, NY. The box it came in was marked "Lingberg Prop". It was an accessory intended for 1949 Fords and 1950 Studebakers, and other cars to give them an "aero effect". It was manufactured by Lindberg Engineering Company in Chicago. The Lindburg Prop is identical to the propeller on my 1952 Crosley. I have an idea that Crosley did not make their own propellers, but bought out the stock of props from Lindburg.
